He is a powerful and ancient entity, but he has the motivations and temperaments of a lazy child. Time and time again he creates elaborate stage sets and forces us to play deadly games, but he has never shown any interest in the complex psychological manipulations required to even come up with a plan like that. Call it a gruesome corollary to Occam's razor: the Captain will also seek the least complex method he can to torture us.
